Reconstruction Agency of Japan will support the reconstruction of Ukraine, which suffered extensive damage to infrastructure and housing as a result of the Russian invasion of the country. On June 19, the agency signed a Memorandum of Understanding with the Ukrainian government to provide expertise to help rebuild the country. The MOU provides lessons learned from the Great East Japan Earthquake and information on reconstruction policies with a view to rebuilding housing and infrastructure. The two countries will establish a framework for cooperation, including the establishment of a dedicated contact point.

On the same day, at the agency’s headquarters in Tokyo, Japanese Minister of Reconstruction, Hiromichi Watanabe, and Ukraine's Deputy Prime Minister for Restoration, Minister for Communities, Territories and Infrastructure Development, Oleksandr Kubulakov, met and exchanged a memorandum of understanding.

Deputy Prime Minister Kublakov pointed out that "few countries have experienced such massive destruction and damage (as in the Great East Japan Earthquake), and among those that have, there are really only a few that have successfully solved their problems.” He expressed his determination, "We would like to utilize the knowledge and experience of everyone in Japan, save time and money, and avoid mistakes as we move toward reconstruction.”
Minister Watanabe said, "The knowledge gained from the reconstruction of the Great East Japan Earthquake will greatly contribute to the future reconstruction of Ukraine. I hope that the MOU will be an opportunity for a fruitful dialogue between the two countries on reconstruction.” (2023/06/20)
