Japanese infrastructure ministry will invite more private companies’ involvement in the process of sewer pipes development by introducing new project delivery methods and procurement system such as Private Finance Initiative and Design-Build contracts. The ministry’s aim is to reduce both administrative and financial burdens on local municipalities that are responsible for development. The ministry will provide guidelines in the next fiscal year starting April 2015 for local governments on procedures of procurement. 88% of the total population has an access to public sewer system in japan according to MLIT and it aims at 100% in next 10 years. The ministry is convinced that private funding and advanced technologies that private companies possess are greatly in need for cost-effective, time-saving project planning to speed up the process of sanitation penetration.
